1. Why should I refrain from giving to panhandlers?

Offering money to someone asking for help can keep that person trapped in the cycle of homelessness. How? Giving a few dollars gets them through the day, but does not allow them to obtain housing, work, support services? The City has partnered with United Housing Connections on the Keep Your Change to Be the Change program, designed to funnel your generosity to organizations that can make a wide impact on the community.

2. Why don't we mandate affordable housing as part of all new developments?

State law does not allow for inclusionary zoning (mandating affordable housing). The City is addressing this problem by incentivizing affordable housing.

3. How can we help homeless people who have mental health issues?

Leave this work to the professionals. If you feel someone is a danger to themselves or others, call law enforcement to assist. If the person appears to have mental health issues and is experiencing homelessness but not in immediate crisis, send an email with the location and description of the person to outreach@uhcsc.org and an outreach team member will make contact and a connection to our local mental health center.

4. What about creating a tiny house village to house the homeless population in our city?

The Greenville Housing Fund has formed a housing coalition of developers and service providers who are looking at sustainable, long-term solutions for housing persons at-risk for or experiencing homelessness. Long-term solutions include housing, but also support services like addiction recovery, mental health care and job training. United Housing Connections is one of those partners.

5. The high cost of rent in the city contributes to homelessness. What is the City doing to help?

We recognize that rental costs have increased, and are working with community partners to create options for lower income residents. In partnership with United Housing Connections, Greenville Housing Fund, and Greenville Housing Authority, the City has 140 affordable units in progress with completion dates in the next 12 months. These include the McClaren, Citisculpt, Cowan Court, Spartanburg Street, Joseph Mathis Way, and the Terrain at Haywood. The Greenville Housing Fund has 419 units in progress and 200 units being preserved. City Council passed an ordinance allowing for the renovation of former hotels and motels into studio and one bedroom units.

6. What can residents do to help the homeless community?

Animal Control

1. How do I get an Animal Control Officer out to my house?

Call police dispatch: 864-271-5333. The dispatcher will notify the Animal Control Officer who will respond to your home or incident location.

2. What are your hours?

Normal hours are Monday through Friday, 8:00 a.m. to 5:00 p.m. 

3. What do I do if I have an animal problem on the weekend or after hours during the weekday?

Call the Greenville Police at 864-271-5333. The dispatcher will send out a Police Officer to deal with the situation. If the Police Officer thinks an Animal Control Officer needs to be called out, they will then notify dispatch.

4. What do I do if my pet comes up missing?

Go to the Greenville County Animal Care Services (GCACS) at 328 Furman Hall Road to see if Animal Control has picked up your pet. You have 5 days to reclaim your animal before it becomes the property of the GCACS.

5. Does my dog have to be on a leash?

Yes, any time your dog is off your property, it must be on a physical restraining device such as a leash. Electronic devices/shock collars are not considered appropriate physical restraints.

6. What do I do if I find an animal?

Animal Control will pick up all stray animals at your home. You can also take the animal to the Greenville County Animal Care Services (GCACS) yourself. The animal will be housed there. If the owner fails to claim the animal within five days, the animal then becomes the property of the GCACS.

1. How much does a business license cost?

The business license fee is calculated based on gross income and the type of business. Our staff will be glad to assist you in determining your specific classification and resulting fee. You can estimate the cost of your fees by utilizing the online business license calculator.

2. Will the Business License fee always be the same?

No. By state law, business licenses are based on a business’ gross revenue. A business’ first business license tax fee will be based on a reasonable estimate of gross income from the start of operation to December 31 of that calendar year.

After the first year estimate you will renew in April from the actual gross revenue generated in the prior calendar year (January-December).

3. Who establishes the amount of the Business License fee?

The Greenville City Council establishes the amount of the Business License fee.

4. How is gross revenue defined?

All revenue received from a business operation without any deductions for cost of goods sold, salaries, or cost of sales. It should conform to the gross income reported for state and federal income tax purposes.

5. What do I get from the Business License fees that I pay?

A Business License fee enables essential services such as fire protection, street, and sidewalk maintenance, parks and recreation programs, code enforcement activities, and building inspections.

Funding from this fee ensures quality service to the residents and business owners located in the City as well as to business owners coming into the city to conduct business. These revenues help ensure a high quality of life, which in turn helps create a desirable and prosperous business environment in the City of Greenville.

Business Licenses - General

1. What is a business License?

A business license is an excise tax levied on the privilege of doing business in the City of Greenville. The value of that privilege is measured by a business’ gross income. Even though it is measured by gross income, a business license is not a sales, property, or income tax.

2. What gives the City the right to require a business license?

South Carolina Code, Section 5.7.30 authorizes municipalities to levy a business license tax based on a business’ gross income.

3. Who is required to have a business license?

Any business physically located within the City of Greenville (resident business) is required to have a business license. Additionally, any business that is located outside of the City of Greenville (nonresident business) but comes into the City to do business is also required to have a business license.

4. What is the difference between a resident business and a nonresident business?

Resident businesses are businesses that are physically located inside the City of Greenville and their business license fee is based on 100% of the gross income generated at their location.

Nonresident businesses are businesses that are located outside the City of Greenville but come into the City to do business. Their business license fees are based on gross income generated within the City, but at double the rate of a resident business.

5. How do I apply for a business license?

If you are renewing your license and know your correct classification, you can download the application and rate sheet from the City’s website. To learn more about the application process, visit the Business Licensing page.

6. How long is a business license good?

Business licenses are valid from May 1 to April 30 each year. Businesses are required to renew their licenses at the beginning of every year based on prior calendar year gross revenue (January through December). Licenses must be renewed by April 30 each year to avoid penalties that are effective May 1. 

Resident businesses only that renew by March 31 each year and are in good standing will receive a 2% early renewal discount.

7. Can I operate 2 types of businesses under 1 license?

If a business conducts more that 1 type of business from a single location, each business is classified separately. It is not unusual for 1 business to have more than 1 license. Examples include wholesale and retail within the same business operation or a hotel with a restaurant at the same location. In both cases, the revenue is separated into each type of business and a separate business license is required.

8. Can other people operate under my license?

Any W-2 employee can operate under your business license. Any 1099 or subcontractor must have their own separate business license. This would include subcontractors working for a general contractor, janitorial services, or catering type business that are hired by you to perform work on your behalf or for you.

Just remember that if the person or company is not on your payroll with all state and federal taxes taken out, they need their own license.

9. Are there any other requirements to get a business license?

You need to make sure you have all proper state licenses (contractor, specialty, ABC, retail licenses, etc.) prior to applying for a City of Greenville business license. Contractors wishing to operate within the City of Greenville will be required to provide a copy of their South Carolina State Contractor's or Home Builder's license before obtaining a City business license.

Providing a copy of the state license with the business license application will also help to avoid any delays with the permitting process. All resident businesses must also apply for either a Home Occupancy Approval or Certificate of Occupancy at the time they apply for a business license.

Business Licenses - Penalties

1. What if I refuse to purchase a license?

In cases where an individual refuses to purchase a license, a uniform summons to appear in Municipal Court is issued and the case is heard before a municipal judge. Failure to purchase a business license is subject to a fine of up to $500. Each day of violation shall be considered a separate offense. The court fine is in addition to all business license tax fees and penalties. 

2. What are the penalties for businesses operating prior to getting a business license?

To avoid penalties, a business must obtain a Business License prior to opening to the public. If a business has been in operation without a Business License, it could be subject to fees and penalties for a period of up to 3 prior years in addition to the current year.

The penalty for the 1st month is 10% of their gross income and increases 10% each month up to a 50% maximum yearly penalty.

3. What are the penalties for businesses that are late renewing their business license?

Business license renewals postmarked March 1 or later by the U.S. Postal Service will be assessed a 10% penalty. This penalty will increase 10% each month up to a 50% maximum penalty.

4. Can business license penalties be waived?

Per City ordinance, and in compliance with the equal protection clauses of the South Carolina and United States constitutions, business license officials are not permitted to waive penalties under any circumstance.

Clemson MBA Fireworks on the Fourth

1. What are the hours for Clemson MBA Fireworks on the Fourth?

Clemson MBA Fireworks on the Fourth will be held from 6 p.m. to 10 p.m. at Unity Park. The fireworks show will begin at 9:30 p.m.

2. Does the event cost money?

Clemson MBA Fireworks on the Fourth is free of charge!

3. Will there be food and drink available?

Limited food will be available for purchase from local food trucks. We encourage attendees to bring their own food and drink to Unity Park. No alcohol is allowed at the event.

4. Where do I park at Unity Park?

Parking is very limited at Unity Park. We advise attendees to park downtown in one of the garages and ride the trolley over or walk the Swamp Rabbit Trail. Greenville Police will be assisting at cross walks throughout the trail and downtown.

5. Where can I park?

A variety of parking options are available in the City’s conveniently located parking garages. Park at one of the downtown garages and hop on the FREE downtown trolley, operated by Greenlink, for shuttle service to and from the event. Plan your trip downtown using our interactive parking map.

6. How much is parking?

The special event rate at all city-owned parking garages is $5. Parking rates for privately-owned parking lots vary.

7. Is smoking allowed in the park?

No. Smoking and vaping are prohibited within the park during the event.

8. Where are public restrooms located?

Public port-a-lets, including handicapped accessible port-a-lets, are available throughout the event site. Unity Park also has public restrooms located at the Greenville Water Splash Pad.

9. What happens if it rains?

The event will go on rain or shine. There are no rain dates for the event.

10. What happens if I get separated from my child or parent?

Lost children (and parents) will be escorted to event headquarters in the Prisma Health Welcome Center

11. Is there a Lost and Found?

Items can be turned in or claimed at event headquarters at the Prisma Health Welcome Center at Unity Park.

12. Can I bring my own alcohol with me?

No. 

13. May I bring lawn chairs, blankets or coolers?

Yes. There is plenty of room in the Michelin Green or Meadowbrook Green to set up and enjoy the show!

14. Are roller skates, skateboards, bikes or personal transportation allowed?

No. Due to security and safety restrictions, roller skates, skateboards, bikes and personal transportation are prohibited within the event site. The Swamp Rabbit Trail will remain open, with the exception of when the fireworks show is actually in progress (as part of the trail is in the fallout zone). 

15. Are pets allowed in the event site?

16. Can I bring a firearm?

Firearms are prohibited within the event site.

17. Can I bring a tent or an umbrella?

Tents, umbrellas and additional infrastructure of the sorts are not permitted.

18. Can I bring sparklers?

Composting

1. What goes in a compost bin or pile?

A combination of materials containing nitrogen (vegetable scraps) and carbon (sawdust and leaves) or green and brown materials. For premium compost, for those of you who are more particular about your soil amendments, keep your carbon to nitrogen ingredients ratio 30:1. In other words, you need 30 parts carbon to 1 part nitrogen. For the rest of you, combine equal parts of browns and greens.

2. What factors affect the composting process?

Keep your browns and greens balanced. Too many greens can make a pile soggy while excessive browns take a long time to decompose. Materials should be moist, but not very wet.

Also, be sure turn your piles with a stick, pitch fork or aerator so air can flow through occasionally. If you want quick compost, chop your ingredients up into smaller pieces.

3. What items should be included?

For your greens: Fruit and vegetable trimmings, coffee grounds, egg shells, garden trimmings, plant leaves, flower petals, barnyard manure (from non-meat eating animals), weed leaves or stems, house plants and potting mix.

For your browns: Autumn leaves, twigs, stalks, sawdust or shavings from non-treated wood, cardboard, napkins or paper towels.

4. What should not be included?

Diseased plants, clippings with herbicides on them, disease or insect-infected plants, pet feces, meat, bones or dairy products, weed seed heads or roots, needles, cones or coated paper should not be included.

1. WHY IS THE CITY IMPLEMENTING A CORONAVIRUS DISEASE (COVID – 19) RESPONSE PLAN?

Coronavirus Disease 2019 (COVID – 19) is a respiratory illness that can spread from person to person. Given the uncertainty of how severe this outbreak will be, we are taking proactive steps to ensure a safe workplace and implement practices that reduce exposure risk to City staff and public safety employees, reduce opportunities for community spread, support public safety agencies and emergency responders, and ensure continuity of City services.

2. WILL I BE WORKING?

Major operating departments will be responsible for preparing department specific emergency response plans to ensure continuity of operations and essential services during these emergency conditions. All personnel designated as essential will be working to maintain continuity of City operations. Essential personnel who will have face-to-face contact, are encouraged to take all necessary protections. All department directors are authorized to implement work-from-home options, alternative work schedules, staggered work schedules, and the like to ensure employee safety while maintaining continuity of City operations.

3. WILL I BE PAID DURING THIS EMERGENCY CONDITION?

The City Manager has determined that a public health emergency condition exists. Non-essential, full-time employees who are directed not to report, to report late, or to leave early will not forfeit any regular compensation. Time off due to an emergency condition, as declared by the City Manager, will not be considered as time worked for overtime computation purposes. Essential employees who report to their regular work locations or to an alternate emergency work location as instructed shall receive their regular rate of pay.

4. HOW OFTEN WILL I NEED TO CHECK IN WITH MY SUPERVISOR?

The City’s call in procedures are still in effect. If you are authorized to work from home, you will need to check in as directed by your department management.

5. WHEN WILL NON-ESSENTIAL PERSONNEL BE ALLOWED TO RETURN TO WORK?

Your department management will advise you when you may return to work. At this time, the City anticipates that non-essential personnel working strictly from home, will do so until March 31st or until further notice.

6. HOW WILL I KNOW ABOUT REPORTING BACK TO WORK IF I AM A NON-ESSENTIAL EMPLOYEE?

All employees are responsible for monitoring the City’s website (http://emergency.greenvillesc.gov), and maintaining contact with their supervisor to be aware of reporting requirements or staffing levels for their respective department at all times during the COVID-19 emergency.

7. MAY THE CITY REQUIRE A RETURN TO WORK DOCTOR’S NOTE FOR AN EMPLOYEE RETURNING TO WORK AFTER EXHIBITING COVID-19 SYMPTOMS?

A doctor’s note should be provided prior to returning to work, you are unable to obtain a doctor’s note, the employee should contact the Employee Health Center.

8. MAY THE CITY SEND HOME, OR REQUIRE TO WORK FROM HOME, AN ASYMPTOMATIC EMPLOYEE WHO HAS BEEN IN CLOSE CONTACT WITH SOMEONE WITH COVID-19 SUCH AS A FAMILY MEMBER OR CLOSE FRIEND?

Yes, if the asymptomatic employee fits within certain categories established by the CDC’s guidance which categorizes employees based on symptoms and risk. The CDC defines “symptomatic” as subjective or measured fever, cough, or difficulty breathing. CDC defines “close contact” as being within approximately 6 feet of a COVID-19 case for a prolonged period of time (close contact can occur while caring for or living with, visiting or sharing a healthcare waiting area room with a COVID-19 case); or having direct contact with infected secretions of the COVID-19 case (e.g., being coughed on).

9. IF AN EMPLOYEE DOES NOT FEEL WELL ENOUGH TO RETURN TO WORK AT LEAST 72 HOURS AFTER NO LONGER HAVING THE FEVER OR EXHIBITING SIGNS OF THE FEVER OR OTHER SYMPTOMS, MAY HE OR SHE REMAIN OUT OF WORK?

Yes. The City will follow current guidance from the CDC and public health authorities as it is updated. If an employee is given specific restrictions on instruction by a public health authority or a medical provider, for the health of our workplace, the City will make all reasonable efforts to accommodate those instructions including providing additional leave if necessary.

10. IF AN EMPLOYEE SAYS HE OR SHE IS READY TO RETURN TO WORK AND HAS A DOCTOR’S RETURN TO WORK NOTE, MAY THE CITY REFUSE TO ALLOW THE EMPLOYEE TO RETURN TO WORK?

No, unless the City has a reasonable, objective basis to doubt the validity of the medical documentation supplied by the employee, or the employee otherwise poses a direct threat to himself or others.

11. IF AN EMPLOYEE EXHIBITS SYMPTOMS OF COVID-19, MAY A SUPERVISOR ORDER HIM/HER TO LEAVE WORK OR WORK FROM HOME?

Yes, the employee may be required to go home. The employee should notify the Employee Health Center if he or she is diagnosed with COVID-19. This will be an FMLA qualifying event, in which case the employee will be provided with the appropriate documentation, including but not limited to the requirements for returning to work. Any absence due to illness will be covered by available leave in accordance with the City’s standard policies.

12. IF A SUPERVISOR SUSPECTS AN EMPLOYEE IS ILL OR CONTAGIOUS, MAY THE SUPERVISOR PROHIBIT THE EMPLOYEE FROM REPORTING TO WORK OR RETURNING TO WORK?

Unless a supervisor has evidence (suspicion is not enough) that an employee is physically unable to perform the job or poses a risk to himself or others, the supervisor may not prohibit the employee from reporting to work.

13. WHAT STEPS HAS THE CITY TAKEN TO ADDRESS HEALTH CARE COSTS ASSOCIATED WITH COVID-19?

Since the City is self-insured, Human Resources has directed Blue Cross Blue Shield (BCBS) to waive prior authorization and cover testing for COVID-19 at 100%, and to waive copays, deductibles, and coinsurance for COVID-19 related health care.

14. IS TELEMEDICINE AVAILABLE?

Cultural Corridor

1. What are you doing to ensure that pedestrians can safely cross Academy Street?

The project team considered several options for pedestrian safety at this intersection and believes that the two alternatives outlined in the public survey strike a balance between pedestrian safety and traffic flow. Of the two, Alternative 1 is the more pedestrian-friendly option, as vehicles on College Street would be prohibited from turning left onto Academy Street during the pedestrian signal sequence.

2. What will be the impact on the Landmark building property? With the loss of a lane of traffic in that block, how do you plan to deal with the displaced traffic?

There will be a shared-use path and new landscaping along the Landmark Building frontage on College Street. Driveway access to the parking garage will remain as it currently exists. 

The traffic analysis conducted for College Street revealed that four lanes are not required in order to maintain acceptable traffic operations. By making improvements to several intersections along Academy Street, we anticipate being able to divert 3,000-4,000 vehicles a day from College to Academy and have modeled Academy to accommodate the new traffic counts and ensure that traffic can flow successfully.

3. What about safety improvements for pedestrians at North Main and Academy?

There are no improvements planned for the intersection of North Main and Academy as part of this project; however, that intersection has been identified as a potential site for a future improvement project.

4. Have you considered a diagonal crossing at College and Academy? What about a pedestrian bridge or tunnel?

While a bridge/tunnel was not considered due to budget and right-of-way constraints, a diagonal crossing option was studied early in the project. We determined that a diagonal crossing lowers the level of service at this intersection and increases travel time along Academy to unacceptable levels. Additionally, with new development in the area, it is expected that all four corners of the intersection will be utilized in the future, therefore reducing the need for a diagonal crossing. 

5. Please explain the road diet on Elford being considered.

The proposed road diet for Elford Street involves reducing the number of travel lanes from four lanes to two lanes. This would allow room to consider amenities such as on-street parking and pedestrian and bicycle enhancements.   

6. With the removal of the traffic signal on Elford, how will traffic entering Academy from Elford be addressed safely?

Drivers will only be able to turn right from Elford onto Academy - left turns will no longer be permitted. The City is also looking at ways to increase safety at the entrance and exit for St. George Greek Orthodox Church.  

7. Why isn't a protected and dedicated bike lane being considered? SRT already has problems in high-traffic pedestrian areas.

A cycle track and dedicated bike lanes were considered early in the project but to provide proper protection, a second lane of travel would have to be removed. Since that is not feasible, multi-use paths are the best method available to protect bike traffic. 

8. How does this plan prioritize safety over traffic speed?

Sidewalks will be larger and will be separated from vehicle traffic by a wide curb lawn with landscaping. Pedestrian crosswalks and push buttons will also be retimed and enhanced. Additionally, vehicle lane widths will be narrowed to reduce traffic speeds. 

9. Are you considering elevated crossing walks, striping options, other materials to help slow traffic and protect the crosswalks?

We will utilize narrowed travel lanes, shorter crosswalk distances, a raised median for pedestrian refuge, enhanced striping and potentially, a leading pedestrian interval, which gives pedestrians the opportunity to enter the crosswalk 3 to 7 seconds before vehicles are given a green light, to help slow traffic and protect pedestrians in the crosswalks.

Flashing Yellow Left-Turn Signals

1. When did this change occur in the state of South Carolina?

In 2013, SCDOT began to install flashing yellow arrow (FYA) signals throughout the state. The first one was installed in the Columbia area and their use is quickly spreading across South Carolina.

2. Why the change?

This change is the result of a national study conducted for the Federal Highway Administration, which demonstrated that the new signals:
• Help to prevent crashes
• Move more traffic through an intersection
• Provide additional traffic management flexibility

3. Why is it a better left-turn signal?

• It's safer - The study demonstrated that drivers made fewer mistakes with the new signals than with traditional left-turn arrow signals.
• It's more efficient - The new signals provide traffic engineers with more options to handle variable traffic volumes.
• It's more consistent - You'll see the same signals in every state because the new signals are being introduced throughout the United States.

1. What time do the buses start running? What time do they end?

Depending on your route, buses begin service as early as 5:30 a.m. Monday-Friday and 8:30 a.m. on Saturday. Depending on your route, buses depart on their last trip at 10:30 p.m. and end service at the Greenlink Transfer Center at 11:30 p.m. Monday-Friday. On Saturday, buses depart for their last trip at 5:30 p.m. and end service at 6:30 p.m. Buses do not run on Sundays. View Route Schedules.

3. How much does it cost to ride the bus?

A full-fare passenger is charged $1.50 per ride and an additional $0.50 for a transfer to another bus. Discounted fares are provided for senior citizens, passengers with disabilities, students, and children. Greenlink also sells 1-Day, 7-Day, 20-Ride, and 31-Day passes. More about rates.

4. Where can I purchase bus passes?

Regular bus fares can be paid with cash on your bus via the fare box. All-day passes and punch passes must be purchased at the Greenlink Transfer Center (100 W. McBee Avenue, Greenville). The Transfer Center accepts cash, Visa, or MasterCard for ticket purchases.

TouchPass is an electronic ticketing system that allows customers to pay their bus fare using a reloadable smartcard or a smartphone app. TouchPass speeds up the boarding process and eliminates the need for passengers to have cash or coins on hand, worry about lost transfer tickets or search for their 20-ride punch pass. As an added benefit, customers can freeze their account if they lose their TouchPass card and then transfer their account balance to a new card*. Customers can also utilize an auto-load feature to replenish their account whenever it drops below a certain balance.

Greenlink customers can download the TouchPass app by searching for “TouchPass Transit” in the iOS or Android app store. Within the app, customers can purchase passes and load stored value to their account using a credit or debit card. 

Customers who would prefer the reloadable smart card can pick one up at the dispatch booth inside the Transit Center at 100 W McBee Ave. Balances can be loaded onto customer smart card accounts by visiting www.TouchPass.com and paying with a credit or debit card, or by visiting the dispatch booth and purchasing fares using cash or a credit or debit card.

Greenlink customers who qualify for a reduced fare will need to bring documentation to the dispatch booth and have their TouchPass accounts updated to reflect their appropriate fare category.

Greenville Area Paratransit (GAP) offers shuttle services to locations within three-quarters of a mile from the regular fixed routes. GAP hours are Monday-Friday from 5:30 a.m.to 11:30 p.m. and Saturdays from 8:30 a.m. to 6:30 p.m. GAP fares are $3 each way, or a book of 10 rides may be purchased for $30. 7. Tell me about downtown trolley services.

Greenlink offers free trolley rides through downtown Greenville Thursday-Friday from 6:00 p.m. to 11:00 p.m.; Saturday from 10:00 a.m. to 11:00 p.m.; and Sunday from 1:00 p.m. to 8:00 p.m. Additionally, a Friday “Lunchlink” service is offered from 11:00 a.m. to 2:00 p.m. along a condensed route. 9. What is a Bikelid?

A BikeLid is a locker that can hold up to two bikes. The locker has a hinged lid that protects your bike from inclement weather conditions, such as rain and snow, and helps to secure bikes from theft and vandalism. Greenlink has ten bike lockers located throughout downtown Greenville. Bike Locker rental rates are $50 for six months plus a $40 refundable deposit for the lock and key. 1. Since artwork submitted for the contest must be original, what qualifies as art plagiarism or a violation of another artist’s intellectual property rights?

Art plagiarism refers to taking someone else's artwork or design and claiming it as your own. This includes tracing, reproducing, replicating or redrawing someone else’s artwork (in part or in whole), copying stylistic design choices and using someone else’s ideas as a direct source for content. Plagiarism occurs when tweaking or altering original details is not enough to make a piece unique from the original. To avoid plagiarism, you should consider seeking inspiration from multiple artists and works of art. If you feel uncomfortable sharing details about the art or the artist who influenced your piece or have concerns about how your work resembles someone else’s, it may be a sign that you have plagiarized another artist. 

2. For photographers, how do intellectual property rights apply to the subject matter in a photo?

It is generally understood that photographers are not trying to pass off the three-dimensional subjects in their photos as products of their own creation; however, you should consider taking the photo from a unique vantage point or capturing the subject matter in a unique way. If a photo contains two-dimensional artwork (e.g., paintings, drawings, photos) that is copyrighted, but the artwork is not the sole subject of the photo, it would be considered ancillary. 

3. Can artwork created by more than one student be submitted for the contest?

Yes, artwork created by more than one student can be submitted as long as all of the participants receive credit for their involvement. Greenlink will require a submission form from each student who worked on the piece.

4. How are the submissions judged?

A jury consisting of members of the Arts in Public Places Commission, the Youth Commission and the Greenville Transit Authority will review all submissions and assign scores of 0 - 25 for each of the categories listed below:

• Quality - the judges will evaluate artistic elements such as the use of color, the composition’s patterns and symmetry and the proportion of subjects in the artwork, as well as the skills and techniques showcased by the artist.
• Originality and Creativity - the judges will evaluate the uniqueness of the artwork.
• Representation of Theme - the judges will evaluate the artist’s use of the theme, #YeahOurGreenville, in telling a story or making a statement. 
• Appropriateness - the judges will evaluate the nature of the images and/or content to determine if the artwork would be offensive to a community member of average sensitivity or inappropriate for viewing by minors.

The submissions that receive the highest scores overall will be installed inside the Greenlink bus shelters.

Greenville Development Code

1. Why is the City rezoning properties?

The City’s current Land Management Ordinance (the official term for the development or zoning code) is nearly 20 years old and has not had a comprehensive update since it was originally enacted. Both residents and developers are frustrated by the lack of clarity and inconsistencies throughout the ordinance, which provides inconsistent development outcomes, does little to protect existing neighborhoods and is essentially, inadequate for our growing community. 

2. When was the draft code developed?

The draft development code and zoning map were prepared through a public, 18-month process that began in October 2021 following the adoption of GVL2040, the City’s comprehensive plan. The draft incorporates feedback received through a variety of public engagement efforts, including presentations to neighborhood associations, community organizations and professional groups, as well as multiple, ongoing public events and information sessions. 

This year alone, there have been 75 public and neighborhood-level meetings and nine public Learning Labs related to the development code.

Additionally, when the draft code was published on January 23, a postcard was mailed to every property owner in the city (21,326 addresses) and 1,000 signs were placed in neighborhoods and along commercial corridors throughout the city.  

3. What will the new code do?

The new code was developed for the residents who currently live in Greenville and is designed to:

• Protect existing neighborhoods from incompatible development
• Provide new housing options at various price points
• Steer more intense development to major roadways
• Provide more recreation and open space
• Enact new road, sidewalk and bicycle standards to improve mobility throughout the community and take vehicular pressure off our streets 

4. I’ve heard that the federal government is involved in rezoning property in Greenville – is that true?

No. Zoning is regulated at the state and local levels. The federal government does not have a role in Greenville’s zoning laws, and there is no relationship between the City of Greenville’s zoning ordinance and the funding that the City does or does not receive from the federal government.  

5. I’ve heard that single-family neighborhoods will no longer exist if the development code is approved. Is that true?

No. The amount of single-family zoning in the city will increase with the new code. Currently, 33.6% of city zoning is single-family (this does not include parks and other City-owned properties that are zoned single-family). With the new code, 36.8% of city zoning will be single-family. 

All of the existing single-family neighborhoods in the city are preserved as single-family neighborhoods in the new code, meaning they are only permitted one primary single-family dwelling per lot. The only difference is that instead of two single-family zoning classifications, there will be four. The purpose is to account for both larger and smaller single-family lots that currently exist in the city. 

Current Single-family Zoning Classifications

R-6 - minimum lot size is 6,000 square feet
R-9 - minimum lot size is 9,000 square feet 

New Single-family Zoning Classifications

RH-A - minimum lot size is 18,000 SF (new)
RH-B - minimum lot size is 9,000 SF (equivalent to R-9)
RH-C - minimum lot size is 6,000 SF (equivalent to R-6)
RH-D - minimum lot size is 3,000 SF (new)

If conditions allow, the owner of a single-family home may construct a smaller accessory dwelling unit (ADU) at the rear of their property; however, there are size and occupancy requirements associated with ADUs that will limit their use and preserve the character of the surrounding neighborhood. ADUs are a way for a property owner to age in place or even provide housing for adult-age children who would like to move home but need additional space. ADUs may also be rented for 30 days or more, providing additional housing options in the city.

6. How will the development code affect minority and low-income neighborhoods?

Many of the city’s special-emphasis and historically Black neighborhoods currently have multifamily zoning classifications, which is incompatible with the single-family and duplex homes that actually comprise these neighborhoods. This has contributed significantly to gentrification and development that is out-of-scale with these neighborhoods. 

The new code proposes smaller single-family lots or low-density multifamily classifications within these neighborhoods to help protect them from the intense development pressure they are facing today. 

7. How will the new code protect existing neighborhoods?

While the current code does little to protect existing neighborhoods from intense commercial development on adjacent properties, the new code proposes physical transitions that include additional property line setbacks, landscape buffers, upper-story building step-backs and in some cases, fences or walls to help protect residential properties from commercial and multifamily development.  

The new code also concentrates higher density development in very specific areas where density and a mix of uses are already occurring and infrastructure is already in place, rather than adjacent to existing neighborhoods. Wherever possible, transitional zoning allowing for neighborhood-scale commercial uses has also been applied to act as a buffer between single-family neighborhoods and more intense development. An example is the use of the RNX-B and RNX-C districts.

8. How will the new code affect the neighborhoods where churches are located?

All churches in the existing R-6 and R-9 single-family residential zones have been reviewed to ensure they have been given the appropriate residential zoning in the new code. This means they can only be a church and its accessory uses or a single-family home going forward.  

9. I heard that, with the new code, residents whose homes are nonconforming will not be able to rebuild their homes if they catch on fire – is that true?

No. Among the list of changes to the draft code is a provision for the zoning administrator to allow the reconstruction of a residential property that contains no more than three units if it is destroyed by fire or other natural disaster. 

10. What are some of the other benefits of the new code?

The new code increases open space requirements for new office, commercial and multifamily construction and extends the protection of neighborhood heritage trees. 

The new code also incentivizes developers to work with the City to address our open space and affordable housing goals, which were established in GVL2040, the City’s comprehensive plan. The goals are to preserve as much as 35% of Greenville’s remaining vacant land as open space or parkland and to make at least 10% of all new housing in Greenville income-restricted to preserve access to high-quality affordable housing.

11. Have property owners’ concerns been considered during the process?

In addition to all of the public engagement opportunities listed above, throughout the process, the City’s Planning staff has made themselves available to anyone with questions or concerns and has made multiple changes to both the development code and the zoning map based on feedback received from the community.

The City of Greenville is embarking on a planning process to develop a new Comprehensive Plan to determine the course of the next 20 years. This process, called Greenville 2040, will enable the community to help shape the vision and make recommendations through ongoing engagement opportunities. When completed, the comprehensive plan will help guide decision-making in Greenville for years to come.

2. What is a comprehensive plan?

A comprehensive plan is a long-term guide for the future physical development of a city that considers the input of citizens, businesses and other stakeholders. It includes recommendations for future land use, community facilities, connectivity, open space and recreation areas, cultural and natural resources and economic development. It includes a vision (an aspirational statement about the future condition of the city); goals (desired outcomes for each of the plan topics that are expressed simply) and actions to achieve the goals.

3. Why does the City of Greenville need a Comprehensive Plan?

In general, planning demonstrates good stewardship. Change – good or bad – happens whether we are ready or not. Greenville is located within one of the most rapidly growing areas of the United States and the metro area is the fastest growing area in South Carolina. The previous plan was adopted in 2009 and almost 10 years later, most of that plan has been implemented. It is time to reflect and take stock of the existing conditions and trends facing the community and solicit the community’s ideas and input to create a plan that will guide the long-term preservation, revitalization and growth of our city.

4. What is included in this type of plan?

The comprehensive plan is just that – comprehensive. Topics range from land use and transportation to economic development and parks. Each topic will include a thorough evaluation of the city’s current conditions and the most important trends. The community will be asked for input through in-person and online engagement activities. Finally, recommendations will emerge in each topic that meld the technical analysis with the intuition of citizens. Topics in the Greenville 2040 Comprehensive Plan include population, economic development, natural resources, cultural resources, community facilities, housing, land use, transportation and priority investment.

5. How will this affect me?

As residents and business owners in the city, you stand to gain from a well-executed comprehensive plan. This is especially true if you become active in the process and share your thoughts and ideas. The City is committed to an open process where anyone who cares about the future of Greenville has a chance to contribute. Ultimately, the comprehensive plan is intended to deliver greater prosperity and quality of life to all segments of the community. 6. Who will lead the planning process?

The process is being guided by a 42-member citizen steering committee. The City received a total of 228 applications for the committee and the members were ultimately selected through a rigorous process to ensure that the committee represents the diverse interests in the city. The steering committee will meet regularly throughout the process to plan outreach activities, discuss the technical analysis and give input on the direction of the plan, with oversight by the City’s Planning & Development Department, in collaboration with the consultant team.

10. How is Greenville 2040 different from other planning processes in the community?

There are several different planning processes going on in the city and region concurrently. The Downtown Strategic Master Plan process, which kicked off in June of 2018, focused on the downtown area only. The City also recently completed the Wade Hampton Boulevard Strategic Plan and the 2018 Historic Resources Survey. Greenville County is also undertaking a comprehensive planning process, which Greenville 2040 will be mindful of and will coordinate with as appropriate.

11. What is the timeline for completing the plan?

The process will last roughly 20 months, with a goal of adopting the plan in the winter of 2020.

1. Why doesn’t the plan prioritize the creation of jobs?

A comprehensive plan provides a framework and guiding principles, and the creation of jobs is an outcome of a successful plan. The plan does advocate for the creation of small urban centers located throughout the city, and those commerce areas will become job centers.

2. Will the development orientation of the plan lead to gentrification?

Currently, developers are seeking land in traditional neighborhoods because there are no incentives to do otherwise. By developing small urban centers or “nodes,” Greenville will shift the tide, encouraging growth in defined areas through incentives such as increased building heights and allowances for density. While land values in these urban centers will increase, the values of homes in traditional neighborhoods will become more stable over time.

3. Why is there so little emphasis on the natural environment in the plan?

Green space and open space actually play a key role in the plan. While Greenville is an urban environment, the plan emphasizes the preservation of green space as a key contributor to quality of life

4. Why doesn’t the plan address the fact that the city has more than 500,000 square feet of vacant office space?

Creating more desirable areas in our city will help attract more companies to Greenville. Quality of life can be a deciding factor in the site selection process and the plan puts Greenville on track for a high quality of life ranking.

5. Why is the plan so auto-oriented?

We don’t consider the plan to be auto-oriented. The plan supports the creation of small urban centers within a five-minute walk of adjacent traditional neighborhoods. Those urban centers are connected via corridors designed to support public transportation, which could be bus, light rail or some future option.

6. Why does the plan assume growth?

Our data (census, development, etc.) tells us that growth has occurred and is projected to continue. The plan acknowledges that growth will happen and gives us the ability to shape growth in a healthy way.

7. Other cities are regulating single-family housing out of existence, so why doesn’t this plan do that?

The plan preserves single-family housing because it strengthens traditional neighborhoods. By redirecting development to small urban centers, the plan effectively takes the pressure off of traditional neighborhoods.

8. Why doesn’t the plan speak to the need for more companies to relocate here?

Company leaders are looking for quality of life for themselves and their employees. The plan helps us create areas where people want to live.

9. The plan shows that Greenville hasn’t prioritized African Americans, who seem to have been leaving the city for the county, yet there’s no strategy to deal with this. Why not?

Regardless of race, many cannot afford to live in the city. People leave because the land values are inflated. We want to create a new balance that slows the rate of increase in residential land values and stabilizes our existing neighborhoods. The plan also establishes a goal of making 10-12% of all new housing units affordable (an increase from 8% currently) and recommends creating affordable housing throughout the city instead of only in specific areas.

10. Why doesn’t the City of Greenville’s plan correlate with Greenville County’s comprehensive plan?

There is a clear connection between the City’s and the County’s plans. The county plan directs growth to its existing urban centers, including the city of Greenville, which is the largest. The City’s plan assumes that and, in turn, directs that growth to small urban centers.

11. I’ve read the plan’s values and principles, and I get all that, but what is the overall vision?

The overall vision is for Greenville to grow in a healthy way that makes it stronger rather than allowing growth to occur at the expense of quality of life. The plan considers a new way of growing, a willingness to work for what Greenville wants to be and a willingness to adapt, putting Greenville squarely on the path to becoming a vibrant, sustainable and successful community.

12. The plan doesn’t explain what we’re going to do – why is it so vague?

Comprehensive plans are not meant to be project-specific. The plan is designed to provide a framework for the community to consider each new development based on its merits.

13. These are expensive priorities, and the plan says that local funding will need to play a big role. Where will that money come from?

Because it will require collaboration between the public and private sectors, the plan calls for incentives to provide balance. For example, developers can donate more green space on a specific project and receive an allowance for added building height. In addition to using incentives, the City will also seek grant funding.

14. One of the “nodes” is close to where I live. How soon will these nodes be developed and is there anything I can do to stop it from happening?

The nodes included in the plan are for illustrative purposes, based on areas where small urban centers are already forming. When a node location is officially identified, there will be a master planning process, which involves numerous opportunities for public participation.

15. Our downtown and riverfront are hugely important to the whole community, so why doesn’t the plan address them?

Downtown will always be our primary urban center, and the plan continues to emphasize downtown. The recently completed Downtown Master Plan also affirms its role as our city center.

16. Where will all of this new affordable housing go? Who gets to decide where it goes and who can live there?

The plan supports the concept that affordable housing can go anywhere. An affordable home could be in an apartment complex, mixed in with market-priced apartments or it could be a townhome in a traditional neighborhood. Federal guidelines are used to determine who is eligible for affordable housing.

17. Since open space doesn’t generate taxes or jobs, can we afford to keep so much land from being developed?

Open space has a direct impact on a community’s quality of life. Economic development analysts call it the “golden rule” of development. Cities that maintain a high quality of life enjoy ongoing growth and prosperity.

18. How does the plan account for the added traffic that all of this new development will generate?

When we consolidate growth in nodes that are bikeable, walkable and accessible via public transportation, we reduce the traffic pressure along the corridors that connect them. The goal is to create an environment where maintaining an automobile is not considered essential.

19. Why are you trying to reduce reliance on cars instead of just widening the roads to reduce congestion?

Widening roads could be part of a solution to a specific congestion issue, but it is only one option. There are other ways to manage traffic (such as public transit, integrated trail systems, etc.). The plan considers using other options to reduce pressure on roadways.

20. Why isn’t there more of an emphasis on the need for Greenville to grow and develop and create more jobs?

All three of the plan’s identified priorities (affordable housing, open space and transportation) are about growth. The plan emphasizes directing most of Greenville’s new growth into higher density nodes or centers located throughout the city that are connected by major corridors. We are creating a place where people can live, work and play within five miles of their home.

21. Why does the plan focus so much on affordable housing?

Throughout the public engagement phases of the planning process, the need to add more affordable housing continued to emerge as a top priority for the community. Home prices and rents have risen faster than inflation in recent years and many residents have diminishing options—especially for homeownership.

22. Few people ride the buses we have now, so why does the plan talk about improving bus service?

Effective public transit requires density. Right now, our community is spread out, which makes it difficult and expensive to meet transportation needs. The plan creates nodes of density throughout the city, which will increase ridership opportunities.

23. I know the plan focuses on creating new development “nodes,” but what about existing neighborhoods? What are we doing to improve those?

We are preserving traditional neighborhoods by protecting them from gentrification. The plan recommends incentives and regulations to push development pressure to the nodes rather than established neighborhoods. The result will be stabilized land values in neighborhoods because redevelopment will be more costly.

24. Who decided that enterprising, resourceful, inclusive and courageous were “our” core values?

While the core values listed in the plan may not reflect the values of any one person, they do reflect the community’s values, which were identified through extensive public engagement efforts.

25. How much will this raise my taxes?

There is no impact on tax rates associated with the plan.

Historic Resources Survey

1. What is a Historic Resources Survey?

A historic resources survey is the process of identifying historic properties within the boundaries of a specific geographical area, documenting their location and physical characteristics and evaluating their significance within an appropriate historical context. The State Historic Preservation Office (SHPO) of the SC Department of Archives & History uses survey information to identify properties eligible for the National Register of Historic Places and the City of Greenville's Historic Resources Survey is part of their statewide effort. The City of Greenville Historic Resource Survey follows the guidelines developed by the SHPO for the collection of architectural information within specified areas in the city limits that have not been previously inventoried. For this project, we will collect information on buildings constructed before 1975, including architectural form and style, historic materials and features and dates of construction and alteration. 2. What will I see happening in my neighborhood during the survey?

The survey team will tour the focus areas on foot and will have City of Greenville credentials/identification with them. You may see team members walking around the neighborhood carrying clipboards and cameras, collecting information and photographs of buildings constructed prior to 1975.

3. What type of information will be gathered about my property?

For properties that fit the criteria, the survey team will take photographs of the front elevation and an angled view. If a property has a historically significant outbuilding or landscape feature not visible from the street, they will ask for your permission to gain access to those resources. The information collected will focus on the building’s architecture, including building type and form, historic details, materials on exterior walls, configuration of porches, types of windows, etc.

4. How will this affect the owners of properties determined to be historic?

The Historic Resource Survey does not create a local or national historic district or result in listing on a national or local register. The purpose of the project is to add to the inventory of historic structures located in the city, and while the consultant’s report may indicate that certain neighborhoods or buildings meet National Register criteria for eligibility, historic designation of any property would be a separate public process.

5. What is the difference between national and local historic designation?

Properties listed in the National Register are eligible for preservation tax credits and preservation grants, and receive some protection from the potential adverse effects of federal projects. Local governments can adopt a historic preservation zoning ordinance, which enables them to designate properties of historical or architectural significance. The ordinance protects historic properties by requiring approval before property owners can build, demolish or make alterations within designated areas. 

6. Will the survey cause owners’ property taxes to increase?

The Historic Resource Survey does not affect property taxes because it does not create a historic district or change a local property's designation. Recent studies in South Carolina found that local historic district status increases property values. 

7. Will the survey affect owners’ ability to modify, rehab and/or demolish their property?

The Historic Resource Survey does not affect an owner's ability to make modifications to their property. 1. Do I need to pre-purchase a ticket?

Skate sessions are limited to 60 skaters per each 1-hour skate session. In order to guarantee your spot, it is recommended to pre-purchase you skate session ticket online at www.iceonmain.com. Walk-ups will be allowed if there is space available. 

2. Are there any available restrooms?

City of Greenville public restrooms are located on site, behind the water wall, for your convenience.

3. Are food and beverages available at the rink?

Hot chocolate and other seasonal treats are available for purchase at United Community Ice on Main on select dates and times. Follow @IceonMain on Facebook for the schedule.

4. Can I leave Ice on Main and come back without having to pay again?

Skate sessions are limited to one hour. Once you turn your skates back in your Ice on Main session is complete. Please do not leave the rink area with your skates. 

5. Can I bring my own skates to the rink?

Yes, you may bring your own skates to United Community Ice on Main but you will still have to purchase an Ice on Main skate session ticket. 

6. Do I have to skate?

If you don’t want to skate, we won’t make you! United Community Ice on Main has plenty of places for you to watch your friends and family skate while enjoying a cup of hot chocolate.

8. How much does it cost to skate?

The ticket price is $10 for adults, $8 for kids ages 3-12 and free for kids under 2. This includes skate rental.

Ice rink capacity will be limited to 60 skaters per session.  

11. What are the acceptable forms of payment?

United Community Ice on Main accepts cash and credit cards. Due to limited admission, it is highly recommended to reserve your skate session online in order to guarantee your preferred skate time. Walk-ups will be allowed only if there is space available. 

12. What are your largest and smallest skate sizes?

The smallest skate size is children's 8, and the largest adult size is Men's 13.

13. What do I do with my personal belongings?

United Community Ice on Main does not provide storage for personal belongings. Please plan for any needs.

14. What if it rains?

We remain open in light to moderate rain but may close in heavy and sustained rain at the discretion of Ice Rink management. When Ice Rink management has officially announced the rink will be closed due to weather, refunds will then be issued. There will be no refunds or rain checks issued for tickets purchased prior to that announcement.

15. What type of clothing should I wear?

Ice skating is an outdoor activity. We advise patrons to dress warmly and for the weather. You should also wear socks if you plan to skate.

16. Where can I park?

There are several parking garages available downtown within walking distance from United Community Ice on Main. Closest are the River Street Garage and Poinsett Garage.

17. Where is Ice on Main located?

United Community Ice on Main is located at Village Green in front of the Courtyard Marriott on South Main Street.

18. Can I reserve a blue skate scooter?

Skate scooters, provided by Duke Energy, are available on a first come, first serve basis and are for children 12 and younger. They are available for rent for $2 at the ticket shed. 

19. Am I required to wear socks?

Socks are required to rent skates. Socks are available for sale at the rink.

20. Are figure skates available?

We offer both hockey and figure skates at United Community Bank Ice on Main.

1. Is the cantilevered cable stay design unique to Greenville or had it been accomplished before?

The design of the Liberty Bridge which consists of curved deck with a single suspension cable attached on the outer zone of the curvature is unique to the USA. There are similar bridges built in Germany and Spain but not with the same exact geometric characteristics. The Liberty Bridge is considered one of the best pedestrian bridges worldwide and has received numerous international and national design awards.

2. What had to be considered to design the bridge with such a long sweeping curve?

With this type of bridge it is important to conduct extensive calculations and analysis to ensure the optimization of the structure and the balance of the forces. We were also very interested in creating a viewing platform to the falls and park and that is why we proposed to locate the cables away from the view of the falls. Of course local soil conditions and topography also played an important role. We wanted the bridge to seamlessly fit into the landscape.

3. The finished product is incredible, but through the creator's eyes would you do anything different relative to the look of the bridge?

I think the bridge works well with the overall park design and its different levels and access points. It is a very transparent and elegant bridge. Probably the steel tower(s) cross section diameter could be a bit smaller but in general I am very satisfied with the end result. I hope the City of Greenville will keep maintaining the bridge on a regular basis so that it always looks great.

4. Was the lighting a forethought or afterthought in the design process?

The lighting of the bridge is integral to the experience of crossing the bridge at night and it was always part of the design from the initial stages. The soft blue light transforms the appearance of the walking concrete surface making it appear much softer and delicate.

5. How long did the design process take - from conception to detailed construction documents?

It probably took around 3 years which is not unusual for a landmark pedestrian bridge. We are in the process of completing a footbridge in Fort Worth, Texas and it has taken almost 5 years. Bids were just received a month ago and construction is set to start soon. When a bridge is unique in nature it always takes longer to complete the construction drawings and sometimes it also takes more time to find additional funding for construction. However, at the end, clients and communities feel that it was worth it to wait if results are similar to the ones achieved with the Liberty Bridge.

6. Just how many people can safely fit on the bridge at once?

I would say over 1,300 people can safely fit on the bridge at once without any problem. We used high levels of safety standards well beyond the actual physical live load capacity that the bridge can accommodate.

7. The design lends itself to vibration/swaying but it seems to do very little of either. How did you accomplish this?

The bridge utilizes a stiff steel truss underneath the deck that helps stabilize the structure during use. In addition, the forces are balanced between the cable above the deck and the 3-ring cables located under the deck that connect to the steel truss. The bridge actually moves but it is not uncomfortable. It actually sways more when there are less people using it.

8. Did you have to consider wind and seismic extremes in your design?

Yes, all possible live and dead loads need to be considered. For example, small vehicles can also use the bridge. We had a very successful collaboration during the final design with structural engineers Schlaich Bergermann and Partner, which resulted into an outstanding bridge.

9. How did you choose the materials - form, function, aesthetic? If all of the above, which ones weighed heavier than others?

For such a bridge it was important to use mostly steel since the members would be smaller, more slender and easier to connect/weld. There was an extensive study of the characteristics and performance of the cables in order to find the best configuration and details. The bridge balances well both aesthetics and functional considerations.

10. What were you trying to evoke from your design?

I wanted to create a bridge that will combine both nature and technology into a synthesis of both that would enhance the overall area. I think we achieved this goal and I am very glad that so many people like the bridge and use it regularly.

1. What happens if I missed my court date for a criminal charge?

If you did not appear for court and did not contact the officer prior to court, your case was heard and the judge found you guilty in your absence. A warrant was issued for Contempt of Court - Failing to Appear. You will need to report to the City of Greenville Warrant Division at the Law Enforcement Center at 4 McGee Street, Greenville, SC 29601.

2. What happens if I missed my court date for a traffic ticket?

If you did not appear for court and did not contact the officer prior to court, your case was heard and the judge found you guilty in your absence. You will need to pay the fine within 15 days of your court date or the process to suspend your driver's license will begin.

If your driver's license is suspended for failing to pay a traffic ticket, you will be required to pay the fines at Greenville Municipal Court and a re-instatement fee at the South Carolina Highway Department.

3. Can I reschedule/continue my court date?

If you need to reschedule your court date and it is before your scheduled appearance, you need to contact the officer at 864-271-5333. You may have to leave a message. You may also request a continuance in open court, however, you will need a valid reason to do so. Valid reasons may include the need to get or consult an attorney or to request a jury trial. The presiding judge may continue the court date on your scheduled court date depending on the circumstances of the case.

4. Do I have to be in court today?

If you were given a court date and time, you will need to either: Appear and plea or ask for a continuance/jury trial or pay the ticket (if applicable) prior to court.

If you do not appear, you are subject to having your driver's license suspended in the case of traffic charges or having a warrant issued for your arrest in the case of criminal charges.

5. Something unexpected has come up (e.g. illness, car issues, etc.) and I cannot make my court date today. Can you tell the judge/officer or continue my case?

Your case will be heard as scheduled unless you can provide written documentation as to why you could not make your court date as scheduled. This documentation will need to be provided before 4 p.m. on the date of your trial for judicial review. If you do not receive resolution on your court date, you will need to contact the court at 864-467-6650.

6. Why didn't the judge dismiss my case since the officer was not there?

All cases in Greenville Municipal Court are heard and evaluated on their individual merits. Each element is considered when a judge makes a decision. Other than the judge, no one can say what she/he would do in your particular case.

7. Can I represent myself?

According to state statute, you may represent yourself. You have the right to introduce evidence, examine and cross-examine witnesses, make closing arguments and otherwise present a defense to the charges. You will be held to the same standards as an attorney.

8. My child (age 17 or older) received a ticket for curfew violation, possession of tobacco, or underage drinking. Does he/she need to go to court?

Yes, your child will need to go to court.

9. My child (age 16 or older) received a traffic ticket. Does [s]he need to appear in court?

In most cases, the ticket may be paid without an appearance, however, there are traffic charges that do require an appearance for traffic violations, regardless of age. If you have any questions regarding required appearances for traffic charges, call 864-467-6650.

10. What is the procedure for entering a plea to a criminal charge?

There are 3 possible pleas to a criminal charge: Not Guilty, Guilty, and No Contest. In a Not Guilty plea, you deny guilt and the City must prove the criminal charge against you. In a Guilty plea, you admit you committed the act(s) charged, that the acts are prohibited by law, and that you have no legal defense for such acts. In a No Contest (or nolo contendere) plea, you neither admit guilt nor deny it.

11. What happens at a trial?

Depending on the alleged offense(s), you are entitled to a trial by jury. You are entitled to hear all testimony against you. You have a right to cross-examine any witness who testifies against you, to testify on your own behalf and you hold a Constitutional right not to testify. If you choose not to testify, a refusal cannot and will not be used against you in determining guilt or innocence. However, if you choose to testify, the City will have the right to cross-examine you.

You may call witnesses to testify on your behalf and have the right to have the court issue subpoenas for witnesses to ensure appearance at trial.

12. Can I plead by phone?

No, you either need to appear or pay the fine prior to your court date.

13. How long is the court session? Will it last longer than an hour?

Greenville Municipal Court schedules its regular court sessions Tuesday through Friday at 8 a.m., 9 a.m., 10 a.m., 11 a.m., 2 p.m., and 3 p.m. Depending on the docket and case load, sessions may last longer than an hour.

14. Can I get a prayer for judgment?

While a prayer for judgment is used in North Carolina, it is not available in South Carolina.

All cases in Greenville Municipal Court are heard and evaluated on their individual merits. Each element is considered when a judge makes a decision. No one, other than the judge, can say what she/he would do in your particular case.

9. Can I represent myself?

According to state statute, you may represent yourself. You have the right to introduce evidence, examine and cross-examine witnesses, make closing arguments, and otherwise present a defense to the charges. You will be held to the same standards as an attorney.

10. I have asked you several questions and you won't answer them. Why aren't you more helpful?

The law prohibits Greenville Municipal Court employees (other than the Municipal Judge or Associate Municipal Judge) from explaining or interpreting the law. As a result, court employees must refrain from answering many questions asked of them because to do so would constitute legal advice, which court personnel may not provide. Instead, they must refer you to competent legal counsel.

11. What happens at a trial?

Depending on the alleged offense(s), you are entitled to a trial by jury. You are entitled to hear all testimony against you. You have a right to cross-examine any witness who testifies against you, to testify on your own behalf and a Constitutional right not to testify. If you choose not to testify, a refusal cannot and will not be used against you in determining guilt or innocence. However, if you choose to testify, the City will have the right to cross-examine you. You may call witnesses to testify on your behalf and have the right to have the court issue subpoenas for witnesses to ensure appearance at trial.

12. What happens at the arraignment?

You are advised of your rights and charges, and of the consequences of convictions and for not appearing in court. Bail/bond is determined during this process.

13. Can I plead by phone?

No, you either need to appear or pay the fine prior to your court date.

14. My relative got arrested. Who do I talk to?

If the relative has an attorney, you may contact him or her. Court staff members may provide public information, such as upcoming court dates and how to post bond.

15. What victim services are available?

Victim services for Municipal Court cases are available through the Greenville Police Department by calling 864-467-5508 or 864-467-5373. You may also call the Thirteenth Circuit Solicitor's Office at 864-467-8647 for state level cases.

The victim advocate can explain the judicial system, act as a link between the prosecutor and the victim, give current case status information, assist in obtaining orders of protection, make referrals (counseling, food, shelter, etc.), and escort victims while they testify or appear at hearings.

16. What have I been charged with?

Court staff members may show you the public record file if it is not confidential or you can look it up online at the Thirteenth Judicial Circuit website.

17. What sentence will I get if I plead guilty?

The judge imposes sentences. Court staff members cannot guess as different facts and laws may apply to each case. However, certain offenses have mandatory sentences meaning a judge cannot order a lesser sentence than is required. Other offenses allow a judge to use discretion. If a charge has a mandatory sentence, the judge will inform you at time of sentencing.

House arrest is determined by a judicial officer. It may be as a condition of release on bond or it can be a sentence versus jail time by a presiding judge.

Yes, you will receive cost information upon applying with the agency.

4. What happens if I do/did not show up on assigned date?

The agency will notify the court you did not comply and terminate you. You will be subject to your bond being revoked (condition of release) or Failure to Comply with a fine of $500 and or 30 days in jail (sentence or condition of release).

5. What if I can't do the house arrest program?

You need to contact Municipal Court at 864-467-6650 for re-sentencing.

6. What if I test positive on a drug test during the house arrest program?

If it is a part of your house arrest agreement, the agency will notify the court.

1. Can I get out of jail if served with a bench warrant?

If the bench warrant has a fine and/or restitution amount, the full amount can be paid with a money order or with a credit/debit card. Cash is only accepted at Municipal Court 426 N Main Street. The Municipal Court Detention Center Office (20 McGee Street) no longer accepts cash. Personal checks are not accepted.

Once the amount has been paid in full, you can be released from jail. If it does not have an amount, you will be brought before a municipal judge at the courthouse.

2. What happens if I go to jail?

If you are taken to jail between 6 a.m. and 11 p.m., you will see a judicial officer. If you are charged with a non-capital offense, you will be processed and released (without going into the jail) unless you have failed to appear for court before or you present a danger to the community.

3. What is a surety bond?

A surety bond can come from a bondsman, a property with clear title, and/or friends or relatives who will make sure you will appear for court.

4. Can I use my credit/debit card to post bail?

State statute authorizes the payment by credit/debit card.

5. What is a recognizance bond?

You sign a bond form saying you will appear for court and follow any and all conditions until your court date.

6. What if I am in jail and have a court date?

It is your responsibility to contact Greenville Municipal Court so you can be transported. If not, you will be tried in your absence and subject to contempt of court.

1. Can I tell the judge something he/she did not hear before finding me guilty?

You can file a Request for Reconsideration within 5 calendar days of being found guilty or you can file a Notice of Appeal within 10 calendar days of being found guilty. Calendar days include Saturdays, Sundays, and holidays. If the 5th or 10th day falls on a Saturday, Sunday, or holiday, you may file on the next business day. 2. I know I can't talk to the judge, but you're nice. Could you please take this message for me?

Court staff members are not allowed to act on your behalf. We must remain neutral and not give one case party an advantage over the other. You may be able to put the request in writing to file in court, with a copy provided to the other side.

3. Can I appear earlier than my trial date and time and speak with the judge?

You must appear on your designated court date and time. Judges do not talk about pending cases without all parties present. You may contact the officer for a continuance after the initial court date if you are unable to appear.

3. What do I do if I have an outstanding warrant on me?

You will need to go to the City of Greenville's Warrant Division in the Law Enforcement Center at 4 McGee Street, Greenville, SC 29601 and have the warrant served.

4. How can I get this warrant off my record?

If you were found not guilty or the case was dismissed or nolle prossed, the court date was on or after June 2, 2010 and it was in Greenville Municipal Court, we will automatically expunge it according to state statute.

If you were found not guilty or the case was dismissed or nolle prossed, the court date was on or before June 1, 2010 and it was in Greenville Municipal Court, you will need to submit a request and a completed Expungement Order.

If you were found guilty, but have not had any further convictions for 3 years, you can get more information from the State Solicitor's Office.

5. Can I see my expunged file?

Once a record is expunged, all information about that record is destroyed (in the case of physical records) or deleted (in the case of digital records).

6. Can I see my sealed file?

Greenville Municipal Court employees are not authorized to provide sealed/expunged records to the public. You must submit a completed Request for Records Form (PDF).

7. This isn't supposed to be on my criminal record. Why is it showing up?

If you have an emergency, call 911 immediately. If the incident is of a serious nature, call the non-emergency number at 864-271-5333.

If the incident does not require the physical presence of an officer, or you are reporting an incident mainly for insurance purposes (such as a lost or stolen cell phone or minor private property accident), the front desk officer can take your report over the phone at 864-467-5258.

If you need to report a shoplifting incident at your business or want to report an incident of identity theft or petty theft (theft of item(s) valued at less than $2,000), you can file an online incident report.

2. How do I leave a crime tip?

Call Crime Stoppers at 23-CRIME (864-232-7463). If your tip leads to an arrest, you could receive a substantial reward. You will be given a confidential number, which is the only identification provided to both informants and officers. No names are required or given. If your information leads to an arrest, a check from the Crime Stoppers organization will be left for you at a local bank with only numbers to indicate the recipient.

4. How do I thank or commend an officer?

To commend the actions of one of our officers or employees, you can call 864-271-5333 and ask to speak to the officer's supervisor. You can also send a message online.

If you'd like to share your comments with Chief Thompson, you can send a letter to 4 McGee Street, Greenville, SC 29601 or email the Office of the Chief. Please be sure to include your name and address. The officer or employee will be notified of the commendation and it will be recorded in their personnel file. Depending on the circumstances, additional recognition may be given.

5. How can I file a complaint about an officer?

The Greenville Police Department encourages anyone who believes they have a valid complaint against an employee of this agency to file a report. All allegations of misconduct will be thoroughly investigated. Only by becoming aware of improprieties by our employees can we take the necessary corrective and/or disciplinary action to ensure that the department maintains the highest standards.

6. How can I check for registered South Carolina sex offenders?

In order to maintain awareness of sex offenders living in your neighborhood, the Greenville County Sheriff's Office has added a Sex Offender Registry to their website. The registry allows you to enter any local address and provides a list of all registered Greenville County sex offenders living within a one-mile radius within the boundaries of Greenville County. You can also find information about a specific offender who is registered in Greenville County.

7. How can I get my property back if it was recovered stolen or seized as evidence?

To retrieve evidence, you must have a court order or written authorization from the arresting officer or detective in the case. Bring the court order or written authorization, along with a photo ID and the case number, to the Law Enforcement Center at 4 McGee Street. If you are planning to pick up a car, gun or money, please call the Property and Evidence Unit at 864-467-5266 ahead of time. Their hours are 8 a.m. to 4 p.m. Monday through Friday.

8. My car was towed. How do I get it back?

The Greenville Police Department maintains a record of all vehicle tows within the city limits that were involved in a traffic accident or traffic stop, abandoned on public property or illegally parked on public property. If you suspect that your vehicle has been towed from within the city limits, contact our Communications Division at 864-271-5333.

9. I have a question concerning a City ordinance. Where can I find the ordinance?

10. How can I contact a specific officer?

To contact a specific officer, call the non-emergency number at 864-271-5333. Please be prepared to give the operator the officer's name or unit number, the case number (if applicable), your contact information and the reason for the call.

The operator will take a message and forward it to the officer if he or she is on duty at the time of the call. Operators are not permitted to give out officers' phone numbers. The officer will return your call as soon as possible.

If he or she is not on duty, the operator may be able to advise you when they are scheduled to return to work so that you can call back during that time. Operators will not contact officers who are off duty.

11. How do I get a copy of my police report?

To obtain a copy of your incident report, contact the Public Records Division at 864-467-5257. When your copy is ready, you can pick up it up at the Law Enforcement Center at 4 McGee Street, Greenville, SC 29601.

12. How can I find out if someone has been arrested or is in jail?

You can do a search on the Greenville County website to find out if someone has been incarcerated.

13. My family member/friend is overdue and I'm worried about them. Can you tell me if they were in an accident?

Due to the number of vehicle accidents that occur on a daily basis, dispatchers are unable to quickly identify individual accidents. Additionally, dispatch does not record the names of the individuals involved - only the vehicle descriptions and whether they were towed. Detailed information is taken by the officer on the scene but dispatch does not have immediate access to that data. We recommend calling area hospitals to see if they have been admitted.

Police Mediation

1. Why did the Greenville Police Department decide to offer this program?

While conducting research on how law enforcement agencies in other cities resolve citizen complaints, the GPD command staff discovered that cities like Denver, Pasadena and New York have had considerable success with mediation. After learning that the cities with mediation programs reported increased levels of satisfaction for both complainants and officers compared with traditional complaint-handling processes, Chief Miller decided to approach UMC about developing a similar program for Greenville.

2. How does the program work?

The mediation program is offered as an alternative to GPD’s traditional complaint resolution process and participation in the program is strictly voluntary. Both the citizen and the officer must agree to participate.

With mediation, the citizen and the officer meet face-to-face over a period of time and a UMC mediator guides the two parties through a constructive discussion about the incident in a controlled and confidential environment. Each party has an opportunity to tell their side of the story and to explain how the interaction affected them. The mediator then works with the two parties to help them reach a mutually acceptable resolution.

3. How long does the mediation process take?

While each situation is unique, mediation usually takes about two weeks and individual sessions typically last 45-60 minutes.

4. Is there a cost to participate in the program?

There is no cost to the complainant to participate in the program.

5. How do I submit a complaint?

Citizens can submit a complaint online at http://police.greenvillesc.gov/complaint or by calling the Greenville Police Department’s Internal Affairs Division at 864-467-5510.

6. What types of citizen complaints are eligible for the program?

Eligible complaints include complaints about discourteous or rude behavior, complaints of biased-based policing and complaints about a lack of effective communication between the officer and the citizen.

7. What are the benefits of mediation versus a more traditional method of complaint-handling?

One of the goals of mediation is to alleviate the negative emotions like anger, fear, anxiety, trauma and resentment that often accompany the types of incidents that typically lead to a citizen complaint. Mediation allows each party an opportunity to be heard and understood in a non-threatening, non-judgmental setting. The mediator can help both parties see each other as individuals, which allows them to begin building trust and a more positive relationship. Additionally, mediation empowers both participants by allowing them to have direct control over how the complaint is resolved rather than having someone else decide for them.

8. What are the police department’s goals for the program?

The most direct benefit of mediation is that it will help us ensure that one interaction doesn’t result in an overall negative perception of the Greenville Police Department or of law enforcement as a whole. Ultimately, our goal is to strengthen and improve community-police relationships one case at a time. Additionally, our hope is that through mediation, we can build a foundation of trust and respect, and that those positive interactions will have a ripple effect throughout our community and beyond.

Recreation - Pickleball

Pickleball is a popular sport that combines elements of tennis, badminton, and ping-pong. Similar to those sports, it is played with a paddle, plastic ball, and net. Pickleball can be played as singles or doubles and can be enjoyed by all ages and skill levels, making it one of the fastest growing sports in the country.

3. How does open play work?

Open play allows all players who want to play to have the chance to do so! Open play requires four people to be on the court. If all courts are in use and players are waiting, paddles are stacked in a left to right progression to determine who is next up to play. Whenever a new court opens, the next four paddles in line go out to play!

4. Where do I purchase a pass?

Both multi-week membership passes and season passes can be purchased at rec.greenvillesc.gov.

5. Will equipment be provided?

Some equipment will be provided, but not all. While balls will be provided, please bring your own paddle.

6. How many courts will there be?

 There will be 7 – 10 courts available for play at each location.

1. When do I get my new roll cart?

The new 95-gallon roll carts will be delivered beginning May 30.

2. Is there a fee for the new cart?

No - there is no fee for the new cart.

3. Can I start using my new cart right away?

No - we won’t begin using the new automated trucks until the week of June 6. That way, all residents will begin using their new carts the same week.

4. Will my pickup day change?

There will be no change to your collection day or the frequency of your service. Your pickup day will stay the same and you will still have weekly service.

5. What about holidays?

If your pickup day falls on one of the following holidays, your collection service will be one day late that week:

6. Can I still use my old green recycling bin?

If you don’t want your old bin, just leave it at the curb on your regular pickup day and we’ll collect it.

8. What if all my recyclables won’t fit inside the roll cart?

Breaking your cardboard boxes down, and cutting large appliance boxes into manageable pieces (3’ x 3’ or smaller) will help preserve space in your cart. Recycle scrap metal, appliances and tires at the curb by placing them outside your recycling container. If you have too much to fit, place the flattened boxes beside your cart or call us at 864-467-4345 and we may arrange a special pickup for you.
Additional roll carts can be purchased for $60. Call us at 467-4345 to order one.

9. What if my new cart gets stolen or damaged?

If your cart is stolen or damaged, call us at 467-4345 to request a new one. A police report may be required for stolen carts.

10. When/how should I put my cart out?

Place your cart at the curb before 7 a.m. on your pickup day. Carts should be placed at least 3 feet away from the curb, 3 feet away from your garbage container and 3 feet away from objects such as cars, trees and mailboxes.
Once it’s emptied, return it to your garage or backyard storage area to keep it safe and clean.

11. Why do I have to place my carts so far away from each other?

Because our new automated trucks have a robotic arm that does the lifting and emptying, our drivers need additional space around the carts in order to operate the arm safely.

12. What items can go in my new cart?

We accept the following items:
• Plastic bottles, jugs and containers (numbers 1 – 7)
• Paper (mixed paper, cardboard, newspaper, junk mail)
• Aseptic containers (milk/juice cartons, drink boxes)
• Aluminum and metal cans
You can also recycle scrap metal, appliances and tires at the curb by placing them outside your recycling container.
IMPORTANT! Be sure to rinse out all food and beverage containers before putting them in your cart. This prevents your recyclables from smelling or attracting rodents and insects, and also helps maintain the value of the recyclable material.
Putting any trash, food or yard waste in your cart will contaminate the whole load.

13. What items cannot go in my new cart?

We do not accept the following items:
• Glass
• Plastic bags
• Styrofoam
• PVC
• Light bulbs
• Clothes hangers
• Mirrors
• Ceramics
• Water hoses
• Paper towels
• Hardcover books

14. What if I’m physically unable to get my recycling and garbage carts to the curb?

The City provides “carry-out” service for residents who are unable to get their garbage and recycling carts to the curb due to a temporary or permanent disability. In order to be eligible for this service, you must meet the following criteria:
• There is no one else living in your household or employed by you who is capable of getting the garbage and recycling carts to the curb

• A physician or optometrist will certify that your disability prevents you from transferring the garbage/recycling to the curb

If you meet the criteria, you’ll need to fill out a service application form (below) and return it to: City of Greenville Public Works, 360 S. Hudson Street, Greenville, SC 29601.

15. How can I encourage my neighbors to recycle?

If your neighborhood has an association, our recycling coordinator can attend a meeting to discuss the importance of recycling. She can also provide information about our recycling program, including monthly reminders and tips, for your neighborhood newsletter, Facebook page or Nextdoor group. 16. Can I recycle if I live in an apartment/townhouse complex?

Currently, we only provide curbside service to single-family homes and multi-family complexes with three or fewer units. If you don’t receive curbside service where you live, you can still participate by taking your recyclable materials to one of our drop sites:

17. What if my school or small business wants to recycle?

Currently, we are unable to provide collection service for schools and commercial properties; however, there are several local private companies that you can call. The types of recyclables accepted will vary by the company, so you may want to contact several companies to determine which one offers the best service for your needs.

18. Why did the City decide to issue all residents roll carts?

Roll carts can accommodate more recycling materials, and makes regular recycling service easier and more convenient for residents. Roll carts also make the program safer for City employees.

19. Why was the 95-gallon cart determined as the standard size for recycling?

The 95-gallon recycle cart was chosen after surveying successful programs of other
municipalities in the Carolinas. Although some households may not regularly generate the full capacity of recycling, there are times of high generation that need to be considered. Automated collection requires all material to be placed inside the cart. Loose bags placed next to the cart will not be collected.

20. How do I request a different size cart?

Currently the City is only providing one size of cart. The 95-gallon cart that is provided is designed to accommodate recyclables generated by the average size family in a week.

21. What if the cart is too big?

We are asking all residents in single family homes to ”test drive” the cart for a period of 90 days before deciding to surrender their cart and stop recycling.

22. Will I be charged for a damaged roll cart?

The roll carts will be warrantied for 10 years. If the damage is due to manufacturer error, it will be replaced with another cart at no charge. If the resident damages the cart through neglect, a replacement fee will be charged.

23. Is automated collection safer than manual?

Yes. According to the Bureau of the Labor Statistics (BLS) solid waste collection was the 4th deadliest industry in 2015. Automated collection reduces worker injuries by eliminating heavy lifting and repetitive motion, the two most common types of worker injuries. Additionally, by remaining in the vehicle cab, employees are no longer working from behind the truck where slips/falls and traffic have caused numerous fatalities.

Sound Check takes place in the Peace Center amphitheater located behind the Peace Center 300 S. Main St.

3. How do I purchase tickets for seating?

There are two options to enjoy the concert:

 1.  Enjoy the concert in your own private viewing area in our T-Mobile Pods.

• Pods are $10 each and include admission for up to 4 people in a sectioned-off 6' x 6' space.
• Online reservations are highly encouraged to guarantee your spot. Pods will be sold at the door if space is available.
• Pods will go on sale every Tuesday at 10:00am for the current week's concert.
• Tickets are only good for the date & specific pod purchased. Tickets are non-refundable and not transferable to future event dates. 
• Beverage delivery service is included with the purchase of your pod.

2.  Come and grab a spot on the lawn in our open general admission area.

• Entry is free of charge and available as first-come, first-served.
• No reservations are required for general admission seating.
• General admission attendees can purchase beverages from the auxiliary beverage kiosk; however, beverage delivery service is not available.
• Due to the nature of the outdoor amphitheater environment, be prepared for wet ground conditions. Chairs and blankets are permitted.

4. How far in advance can I purchase my tickets?

Tickets for the concerts will go on sale every Tuesday at 10 am for the current week's concert. Tickets can only be purchased for the upcoming show and cannot be purchased for the full season. 

5. Can I buy tickets at the event site?

Online ticket purchasing for reserved pods is encouraged as concerts may sell out. No reservations are required for general admission seating.

6. How big is my T-Mobile pod?

Each pod is 6 ft x 6 ft and can accommodate up to 4 people. 

7. If I have more than 4 people in my family, can we be in the same pod?

Admission for lap children under the age of 4 years old is free of charge.

8. Can I leave my pod after entering?

Face coverings and social distancing is encouraged. Beverages can be purchased for delivery to your reserved pod. 

9. How far away is my pod from my neighbors?

T-Mobile pods are spaced 6 feet apart from each other. 

10. Do I have to wear a mask?

Face coverings are encouraged for all individuals attending this event except when eating or drinking. 

11. Can I bring a chair or blanket?

Guests are encouraged to bring chairs and blankets as long as they will fit within your 6 ft x 6 ft safe space pod.

12. Is the ground suitable for sitting on?

Due to the nature of the outdoor amphitheater environment, be prepared for wet ground conditions. Chairs and blankets are permitted. 

13. Can I bring a cooler?

Coolers are not permitted at this event.

14. Can I bring outside food?

Yes. Outside food is allowed at this event.

15. Can I bring outside drink?

No. Alcohol and Pepsi products will be available for sale at the event. You must purchase a $1 wristband in order to consume alcohol. Beverage sales end at 8:30pm.

16. Are food and drinks sold at Sound Check?

Alcohol and Pepsi products will be sold at the event; however, food will not be available for purchase. 

Outside food IS ALLOWED at this event.

17. How do I purchase beverages?

Each pod reservation includes signage with a QR code that can be scanned using your mobile device to make beverage purchases. Our team will receive your order and deliver your beverages to your pod. Beverages can also be purchased in the auxiliary beverage stand located outside the Wyche Pavilion. Limit 4 alcoholic beverages per order. 

18. How much do beverages cost?

Beer and wine: $5, Pepsi products: $2 and alcohol wristbands: $1.

19. How many beverages can I order at a time?

You are only permitted to order 4 alcoholic beverages per safe space pod at a time. 

20. Are there public restrooms?

Yes. Restrooms are available on site.

21. Where should I park?

If the event is cancelled due to the weather or an unforeseen circumstance, you will receive an email notification and a refund will be issued to your original form of payment within 5 to 7 business days. Event cancellations will also be posted immediately on the Greenville Events Facebook and Instagram feeds at @gvillevents.

1. What’s Course Work Is Covered?

The policy covers classes that are part of a degree program from any accredited institution. You must be working towards an Associates, Bachelors, Masters, or Doctorate degree.

The program you register in must be pre-approved by your Department Director and the Human Resources Director before submitting any reimbursement request for class work.

2. How much can I claim?

For an undergraduate degree (Associates or Bachelors) you can claim up to a maximum of $750 per class and a maximum of $2,250 in any 1 fiscal year (from July 1 - June 30). You can also claim the full cost of tuition and fees and the cost of any textbooks.

For a graduate degree, you can claim up to $1,750 per class and a maximum of $3,500 per fiscal year.

7. Can I set up a tent for my personal use in the park?

Tents or shade structures are not permitted in the park. Staking of tents damages the grass areas. Unstaked tents can catch wind and cause injuries. Please do not bring personal tents to the park.

8. Can I bring my dog to the park?

Leashed dogs are permitted in the park; however, only service animals are permitted on playgrounds, the Greenville Water Splashpad, in any indoor facility or at any special event.

The Greenville Water Splash Pad is open Mondays from 1 p.m. to sunset and Tuesday-Sunday from 9 a.m. to sunset. The Splash Pad will be turned off any day there is rain, including scattered showers. It will operate from May 1 to October 15.

13. Will the Greenville Water Splash Pad be open year-round?

The Greenville Water Splash Pad will operate from May 1 to October 15.

14. What are the recommended ages for the splash pad?

The Greenville Water Splash Pad is recommended for all ages; however, children under 12 must be accompanied by an adult.

15. Does my child need to wear a swim diaper in the splash pad?

If your child is still in diapers, he/she must wear a swim diaper in the Greenville Water Splash Pad.   

16. Are dogs allowed in the splash pad and playground?

Due to state regulations, only service animals are permitted in the Greenville Water Splash Pad and the playground area.    

17. Is smoking allowed in the park?

Smoking is not permitted in any of the playground areas, per City Code Section 16, Article IV. Smoking is also not permitted in encroachment areas, such as the restaurant or Welcome Center decks. Smoking is not permitted during permitted events. Otherwise, smoking is permitted in city parks.

18. Can I walk, wade or swim in the river?

SCDHEC has determined that the Reedy River is contaminated with high concentrations of harmful bacteria that can cause serious infections to humans. For these reasons, walking, wading, swimming in the river are prohibited.
